Chief Technical Officer, BSCA

The Balochistan Safe Cities Authority is looking for an experienced technology professional to serve as its Chief Technical Officer. The successful candidate will be responsible for providing overall technical and ICT leadership to the Authority and supporting the development, integration and operation of Safe City systems.

Qualification and Experience

Candidates must have at least a Master’s degree or 4-year Bachelor’s degree in Computer Sciences, Information Technology, or an equivalent qualification from an HEC-recognized university.

The candidate must also have a minimum of 15 years of relevant professional experience in areas such as project management, software development or IT leadership.

Applicants should have proven experience in developing technology strategies, leading technical teams and managing areas including:

• Data Center management
• IT infrastructure
• Cloud platforms
• Cybersecurity
• Software development
• Project management
• Technology strategy and architecture
• Vendor and contract management
• Project delivery
• Stakeholder management

Experience in Safe Cities will be considered relevant and valuable for this position.

Age Limit

The prescribed age range for the Chief Technical Officer position is 43 to 55 years on the date of appointment.

Major Responsibilities of the Chief Technical Officer

The CTO will provide overall technical leadership to the Balochistan Safe Cities Authority. The responsibilities include advising the Director General and the Authority on technical, technological and ICT-related matters.

The position will also involve:

• Leading the planning, design, development, integration, implementation, operation and upgrading of Safe City systems.
• Formulating and implementing technology strategy, architecture, standards and technical roadmaps.
• Overseeing Command, Control, Communication, Computing and Intelligence (C4I) systems.
• Managing surveillance networks, data centers and communication infrastructure.
• Overseeing cybersecurity, software platforms and other technology systems.
• Supervising and coordinating the technical team of BSCA.
• Managing technical aspects of contracts, SLAs, vendors, consultants and service providers.
• Ensuring interoperability and integration of existing and future Safe City systems.
• Monitoring project timelines, technical deliverables, quality standards, costs and system performance.
• Identifying technical and operational risks and developing appropriate mitigation measures.
• Overseeing cybersecurity, data protection, system resilience and disaster recovery arrangements.
• Maintaining technical documentation, system records and project reports.
• Preparing technical reports, recommendations and proposals for decision-making.
• Coordinating with Police, Home Department, Science & Information Technology Department and other relevant stakeholders.
